Meet Our Administrators

Chief Executive Officer

A Winfield native, Lara now lives in Arkansas City with her husband.  Her three sons also live nearby so she gets to spoil her grandchildren on a regular basis.  She graduated from Southwestern college Cum Laude with a Bachelor of Science degree in Human Resource Development with a minor in Business Management.  She is also a graduate of the Cowley County Leadership program sponsored by the Ark City and Winfield Chamber of Commerce.

At the age of 14, Lara became a volunteer for formerly CCDS and then became an employee under the CETA program.  During the 1980-81 school year, Lara was placed at CCDS as a secretary through WHS’s Office Education Program.  She continued in that position after graduation until 1991.  At that time, she was promoted to Administrative Assistant, then in 1993, as Director of Human Resources and as CEO in July, 2008.

Having a family member with developmental disabilities, Lara has gained insight to the importance and achievement of choice, preference, and independence for individuals with DD.  At CCDS, she has served as Chairperson of the Human Rights Committee, Case Record Review and the Board of Directors’ Personnel/Service committee.

Lara is also involved with a number of civic organizations.  She served on the Board of Directors for the Arkansas City Day Care from 1992-1993.  She is associated with the Kansas Association for Retarded Citizens, Cowley County Safe Homes, Society for Human Resource Managers, Business Professional Women, Ark City Rotary, Reach Preschool, and in 2003 served as a Chairman for the Ark City Chamber of Commerce.

Chief Operating Officer

Linda began her position at Twin Rivers (formerly CCDS) in 1985, as an Accounting Clerk and worked that position until 1987.  She then left for other job opportunities and returned to CCDS in 1991, as an Accounting Clerk and has been with this agency since that time.  During her 30 year tenure she has fulfilled positions of Accounting Clerk, Administrative Assistant, Interim Director of Business Services and from 2006 to present she has been the Chief Operating Officer.

Linda completed her Associates Degree from Cowley College in 1991, and her Bachelor’s Degree (Summa Cum Laude) in 2007, at Southwestern College.  Linda has also served on the Finance Committee for Interhab, an advocate agency for individuals with Intellectual Developmental Disabilities in the State of Kansas.

Linda believes that good health, choice and independence is very important to the quality of life for the consumers of this agency.

Linda is a Winfield native.  She grew up in Winfield and chose to raise her two children (Jacob & Taylor) in Winfield as well.

Chief Financial Officer

John completed his Bachelor of Arts degree in Business with a dual concentration in Accounting and Business Management in 1981 from MidAmerica Nazarene University and his Master of Science in Management in 1995 from Friends University.

He served as CFO for Twin Rivers from 2004 until 2016 when he left to pursue an opportunity to be the Vice President of Forensic Accounting for The Vertex Companies, LLC. Prior to John’s first stint at Twin Rivers, he worked as Controller for Webster Engineering and Manufacturing as well as an adjunct professor for Friends University’s Business Department. John has obtained certification as a Construction Control Professional, Certified Construction Auditor and Certified Fraud Investigator. He is a member of the National Construction Auditor’s Association, National Society of Accountants, Association of Certified Fraud Examiners and serves on the City of Winfield Park Board. He is also a graduate of the Cowley County Leadership program sponsored by the Ark City and Winfield Chamber of Commerce.

John returned to Twin Rivers in April 2024 after an 8-year hiatus and has been excited to reconnect with staff and consumers.

John and his wife Vicki are Winfield natives and have three grown children (Tanner, Bennett and Ashley) who attended Winfield and Ark City schools. John has a bucket list of attending a baseball game at every major league ballpark.

Human Resource Manager

Gina, an Arkansas City native began working at Twin Rivers in 1995 as the receptionist and was promoted to her current position as Human Resource Manager in 1998.  In addition to Human Resources she also serves as the first contact for screen printing customers as well as the graphic designer.
